Client Information

Indian Farmers Fertilizer Cooperative Limited (IFFCO) Paradeep unit is operating India’s largest integrated Phosphatic Fertilizer Complex at Paradip, Odisha. The unit has three DAP/NPK plants with annual capacity of 1.92 Mn MT of bulk fertilizer, one Phosphoric acid plant with annual capacity of 0.875 Mn MT of P2O5 and two Sulphuric acid plants with capacity 2.31 Mn MTPA of Sulphuric acid, along with 55 MW captive power plant and other utilities.

There are two identical Sulphuric acid plants of capacity 3500 MTPD each, with common facilities for Sulphur melting & filtration, boiler feed water system and acid storage. They wanted to install one more Sulphuric Acid Plant with capacity 2000 MTPD. The plant shall have equipment like Sulphur combustion furnace, Waste Heat Recovery boiler along with feed water system, economizer and super heaters, Catalytic packed bed Converter, air drying and absorption towers (packed columns), steam turbine driven main air blower, vertical acid pumps and related gas ducting and piping along with two additional cells in the existing SAP cooling tower.

Project Information

IFFCO planned to build a new 2,000 TPD Sulphuric Acid Plant at Paradeep to meet additional sulphuric acid requirement. They had issued enquiries for companies to bid for this on a lump sum turnkey basis and few engineering & construction companies had submitted their bids. At that point IFFCO was looking for a competent consultant for:

  1. Evaluation of Technical bids submitted by the LSTK contractors. Technical evaluation shall be in accordance with Bid evaluation criteria.
  2. Clarifications/ Confirmations from Bidders
  3. Preparation/ review of technical data sheets
  4. Review the documents & all drawings received from the LSTK Contractor and shall furnish draft comments.

The consultant was to provide complete technical support to the project team in all respect.

They invited companies to bid for providing these PMC services and we won the project on a competitive bidding basis.

Work Done by Our Company

Our scope of work was to provide PMC services as Owner’s Engineer including but not limited to activities below, from bidding phase of project upto commissioning of the plant. Our involvement providing consultancy services was expected to be for about 24-30 months from bidding stage to commissioning. Major components of our services were:

  • Evaluation of Technical bids submitted by the LSTK contractors. Technical evaluation shall be in accordance with Bid evaluation criteria.
  • Clarifications/ Confirmations from Bidders
  • Preparation/ review of technical data sheets with process licensor, detail engineering company, LSTK contracts, as applicable, to advise Owner on technical matters
  • Review the documents & all drawings received from the LSTK Contractor and shall furnish draft comments

We were involved on this project from bid evaluation to commissioning. We started off with reviewing tender documents and bids submitted by various companies. Thereafter we introduced techno-commercial changes in the tender documents for the purpose of better clarity. We did all equipment sizing & finalization of design basis for installation of the plant based on which each of bidders revised/updated their offer. We were involved in having meetings with various bidders, seeking & clarifying various technical & commercial points related to turnkey work. Thereafter we evaluated all submitted bids/offers and evaluated them after bringing them at par in terms of technical scope, specifications etc. Subsequently we were involved in the review & approval of entire design, drawings, construction at the site and commissioning activities.
